WATERPRO was founded in 1994 by Jess Harlor.
He has obtained national certifications as a Certified Irrigation Designer, Certified Irrigation Contractor, Certified Irrigation Estimator, and a Certified Low Voltage Lighting Contractor. He also has a Bachelors Degree in Political Science from the University of Georgia.
